Thought I recognised the ballast.Lumii has at least been around for a while... Is that price with or without the ballast? It's a weird one. Runs on a Lumii HPS ballast.

Is it a ballast though, or a driver inside of a typical ballast housing? There aren't many LEDs which operate off a ballast, and if they do, they still need an internal driver and are generally inefficient. My guess is that they are just putting a driver in a ballast housing, so that they don't need to manufacturer too many different parts.Maybe these 2 devices share some similar integral parts and they just had to add a converter to their old ballast.
