carbon filter issue

I bought a phresh 6 inch filter off amazon, here: http://www.amazon.com/gp/product/B004FVJK60?psc=1&redirect=true&ref_=oh_aui_detailpage_o00_s00

I recieved the filter and the thing its packaged in is all black, and when I pull it out theres a bunch of carbon in it and I can hear it shaking around. I tipped it down and a few peices fell out, is this normal?
Ive never bought a phresh before.
Yes its fine. My four inch did the same. Take a shop vac to the outside and inside of the filter before you hook up. Kepps you from blowing carbon dust all over.

My phesh 200 cfm 4" had a little residual carbon in the bag. I just dusted it off and installed prefilter with bands, and turned on....no problems. My last filter was like maybe 70% efficient. This one is like 95%.

Yea I really like phresh. World of difference between it and the cheap ones I've run.
