Cant tell if this is PM or just leftover Diatomaceous earth

I sprayed the stem down the other night and wiped most away but once it dried it seemed like some didn't wipe off.. the white isn't anywhere past the lower part of the plant which is where I applied DE
Diatomaceous earth was caked on that stem. Hoping that's all it is ..even found a few lil chunks of white that crush in between my fingers I'm assuming it's DE that the wind blew from the soil up onto the leaf
If it is PM doesn't neem oil help with it?

If it is DE it will rinse off with water. Just put a few drops on it and see if it runs.
