Can't even get off the ground...

So my predicament is such, it is my first grow (technically), I have tried 4 seperate seeds and I can't even get any of them to sprout. I have been using the moist paper towel and plate method to germinate them and then I put them in some soaked rockwool but none of them ever grow after that. C
an someone answer some of my really basic questions?
When do you stop germinating them and then plant? Should you not touch them with yur hands? Just those little things I just wouldn't know.
Is there any sort of condition I should mimic at these early stages? Like temperature, humidity etc.?

I have tried the moist paper towel method and have had great results. Just make sure you put em in a zip lock baggy, keep moist and warm. Oh yes and in a dark place. Check em every so often and keep the inside of the bag moist. Also take a look at the GrowFaq if you haven't alrdy.

I usually use sterilized tweezers when handling the seed/taproots when putting them in soil or in your case rockwool. Make sure the taproot goes down into the soil and not the seed.

Once in soil keep moist and have a gentle breeze blowing on them to help strengthen stem production. I have never worked with rockwool so i can't help ya there.
