no, the spectrum of light is incorrect, plants grow thin wiry stalks and small leaves, they respond to the light avalable but just grow towards it looking for the correct light, eventually it gets too close and burns.
i once try'd with a 400w halogen utility light before i got my hps resulting in failure, just a waist of electricity. invest in hps and you will be rewarded, check my albums on my profile for what i got for a month under hps, the halogen plants were about a foot taler with about 8 tiny leaves, they looked awful in comparison.
