Yes you can use different types\wattages of lighting in the same room, that will be fine. A 600 watt bulb will cover a larger area and penetrate better than a 250 watt HID lamp, and can support the growth of larger plants. A 250 watt bulb will cover a 2' by 2' area, while 600 watts can cover an area of about 4' by 4'. How many plants exactly depends how big. The 600 could support 12 or more smaller (1' or shorter) plants or up to 8 moderately sized or less than 6 larger plants. A 250 on its own is good for a couple plants which shouldn't be allowed to get very tall.
What exactly is the size of your grow space? I would hang the 600 slightly offset the center of the grow area, a bit further back, and then the 250 about 2 ft away from that. If possible keep the 250 lower than the 600, and put the taller plants underneath the 600 watt lamp.
