California Pot Prices Could Plummet To $38/Oz. With Legalization

The price of marijuana could plummet as much as 80 percent, and consumption would rise, if Californians approve Proposition 19, the cannabis legalization measure on November's ballot, according to a detailed analysis by researchers at Rand's Drug Policy Research Center.

Currently between $300 and $450 an ounce in California, the cost of pot could drop as low as $38 by eliminating the expenses and challenges of operating in the black market, according to the study, reports John Hoeffel at the Los Angeles Times.

The researchers admitted they weren't certain how much pot use might be spurred by cheaper prices, but they noted one typical estimate is that a 10 percent drop in price typically increases use by about three percent. Other factors, such as getting rid of the legal risks associated with marijuana use, could also increase usage between five percent and 50 percent.

It is impossible to predict tax revenues from the initiative, according to the report, especially since Prop 19 leaves taxation up to individual cities and counties. Based on a statewide $50 per ounce tax proposed in San Francisco Democratic state Sen. Tom Ammiano's legalization bill, the report said tax revenues could be between $650 million to $1.40 billion.

"California voters and legislators face considerable uncertainty because it is very difficult to estimate how much more marijuana will be consumed in the state or how the change will affect tax revenues, criminal justice costs and healthcare costs," the study concluded.

If the per-ounce cost of marijuana indeed dropped to $38 and Ammiano's $50 per ounce excise tax passed, more than half the cost of California pot would be taxes -- which, as Hoeffel points out, would be "likely to inflame marijuana idealists who see it as a natural weed that ought to be treated like an herb."

The report noted that Ammiano's proposed tax is about 10 times the rate of California's tobacco taxes. Taxes that high could create an incentive for tax evasion that is more lucrative than smuggling marijuana from Mexico to California, and it could also push smokers to turn to the highest-potency marijuana to get more bang for the buck, according to the report.

Even if Prop 19 is approved, marijuana would remain illegal under federal law, and nobody seems sure how the Obama Administration might respond.

The state spends about $300 million a year on marijuana prohibition, researchers calculated. Previous pot enforcemenbt estimates had ranged between $200 million and $1.9 billion.

California could become a big exporter of marijuana if the federal government takes a passive role, researchers said, reports Peter Henderson at Reuters.

"California could actually make a lot of money from taxing marijuana and then exporting it to other states," Rand researcher Beau Kilmer said.

Dale Gieringer of California NORML gave a mixed review to the report and its conclusions.

"The report is solid, though it says little new," Gieringer said.

"Overall, this report casts more smoke than light on the issue, but that is in the nature of any academic study where so many basic facts remain in dispute," Gieringer said.

"The most important lesson to be taken away is that the benefits of legalization depend strongly on how it is implemented," Gieringer said. "Passing a bill or initiative is therefore just the first step in a lengthy process requiring many additional, carefully considered policy decisions."

A recent Reuters/Ipsos poll showed state voters nearly evenly divided on marijuana legalization.

Rancho Cordova readies measure to tax marijuana cultivators
Voters in Rancho Cordova will decide in November whether to tax residents who grow their own pot.
The city measure, put on the Nov. 2 ballot by the City Council this week, would impose taxes on all local residential cultivation if California voters approve Proposition 19 to legalize recreational use.
But the city's proposed "Personal Cannabis Cultivation Tax" also makes no distinction between medical and recreational cultivation. So the tax would kick in for anyone currently cultivating for personal medical use -- whether Prop 19 passes or not.
If passed by local voters, the taxation measure in the Sacramento County city would make at-home cultivation a much more expensive endeavor.
The Rancho Cordova measure would impose a $600 annual tax per square foot of indoor cultivation of 25 square feet of marijuana or less and a $900 per square foot tax if the indoor growing area is more than 25 square feet.
The city tax would cost a local indoor grower $6,000 a year on 10 square feet of pot plants and $15,000 for 25 square feet. Outdoor growers, who would be billed at a lower rate, would pay a $1,200 residential tax for 25 square feet of marijuana plants.

If Proposition 19 passes, it would allow California adults over 21 to cultivate in a 25-square foot residential space. Medical growers often exceed those limits by cultivating with other pot patients.
Under California law, individuals with physicians' recommendations for marijuana can have six mature or 12 immature plants and eight ounces of dried pot at any time.
The California Supreme Court has ruled that medical users can exceed those limits if their cultivation is consistent with their medical needs.

I'm no expert, but I don't see the prices going down that far. People that want to smoke already smoke, those that want to grow already grow. There would be more goodies left over from the lack of drug enforcement exercising their right of taxation without representation, but $38 for an ounce of good bud sounds outlandinsh. Unless they are talking about dirtweed, and if they are it is almost that already.

They will tax the shit out of pot so much that no one will be able to sell an ounce under $200. You will NEVER, no matter what happens, see the price of good pot @ $38 an ounce. I don't care if you grow 1 million pounds in 6 months.

Once the city, state and gov't get involved it's all downhill from there. They all want part of the profits. If it goes legal $200 an ounce will be cheap. Wait and see.

That's exactly right, all these threads about voting no on Prop 19 because the price will drop is really fuckin stupid. Personally, I would LOVE to see medical grade marijuana go for $38 an ounce. I just started to grow about 3 months ago but if I could buy Jack Herer for $38 an ounce, I'd quit and go work at Gamestop or something, that's a dream come true

It will go down but not from taxes or legalization but from a surplus of weed. In this bad economy more and more people are growing weed for money. I think that if legalization passes every joe with half a brain will be growing and trying to sell it thus flooding the market and bring the price down. I doubt that the price for quality stuff will go below a $100 oz though

Editor's Note: The Ruiner is a strong abstract thinker. The intended purpose of this rant is to give the reader a sense of what may be... not what is. So hold your hate filled diatribes, and think a little bit further than one-step at a time.

I am so tired of this crap. I am appalled at the even larger mess the big boys in the MMJ community have created. Medical, small, personal growers (like myself) are going seemingly going to be subjected to an usurpation of our right, that we possess already (so I will NOT vote for 19), to grow for ourselves without having to pay the fucking government for our own medicine? That we ALREADY pay sales and utility taxes to cultivate is not enough? And there are probably some other ones in the equation somewhere. That is like taxing every asshole that has a vegetable garden. I would love to hear what ASA says about all of this, and further, what they are doing to protect patients, and furthermore; CAN I HELP PROTECT PATIENTS RIGHTS??? It's really cool that so many people, for-hire politicians and Napolean complex growers, came together as there own collective in an attempt dispense with our rights. So everyone of those a-holes that wants to tax the bejesus out of us has to believe that the ENTIRE market of growing will benefit from having only a few buyers instead of what, tens of thousands, if not hundreds of thousands? So companies that make all the cool nutes and toys will get to feel the hurt when these mega-producers dictate what they are going to pay, because NO ONE ELSE WILL BE BUYING THAT CRAP. They will drop like flies. And furthermore, what about these attorneys that make a killing from growers getting busted? They don't want to have clientele? Best Buy doesnt want (mostly) young males with liquid cash to spend money at their stores anymore? None of the other stores want as many people to buy things either, its just too fucking complicated. So effectively, the entire distribution of the wealth market around weed will funnel directly into the government and the cartels? What is even more fucking absurd is the droning about "how much it will help california" from all the mountains of money they are going to get in tax dollars. Big Bullshit. California needs to reassess its forecasts on this one, how the hell is it going to enforce the soon-to-be rebel growers to pay the taxes? Are police officers going to know what strains are being offered at my "mcdonalds of marijuana" and be able to tell the damn difference? How can they be so hoodwinked by lobbyists giving them current numbers of growers and multiplying the tax dollars, and not the future numbers which will be far lower. And of course the "mcdonalds of marijuana" will be a huge company and get tax breaks and and probably end up returning FAR less back into the system than the current model. California will need to spend money, in essence become the weed-mafia's bitch, in order to enforce these statutes. The only way California will make money is by enforcement, and that will cost them. And then if you dont pay, there is the threat of incarceration, if I remember correctly california cant afford the inmates it has, so now it must absolutely re-prioritize and bust medical growers with their (1) 400 watt hps? So, California is wishing upon a shooting star that this will mean big-bucks, but has nothing tangible to go off of, admist this AWESOME RECOVERY OF AMERICA. I hope that all current MMJ growers actually fucking vote, and vote no this november. I hope to God that real conservatives of America come out in November and cut through the bullshit of 19 and Meg Whitman. Art Oliver in 2010!!
