Bunker Bud did not sprout?!?

Hey I have a question about seeds not sprouting. I got 10 NLxAK47, 10 Skunk #1 and 10 Bunker Bud. I sprouted with the paper towel method. Everything sprouted except for the Bunker Bud. Anyone ever had this happen? Any suggestions?

Yeah, I saw a 20% success rate with some of those...
