most likely either spider mites or thrips. neem oil will work for you

Not sure if you have flys or gnats...But here's what I did. I didnt have spider mites.
Get some White FLy Traps (catches all flying bugs). That will take care of the adults flying around.
You should get yourself some Mosquito Dunks (they're dirt cheap) for the larvae in the soil. Mix with water....I use very little and they go along way. Feed the plants with the "dunk water" if you're in soil. You'll see a big change in a day or two.
Your plants will really pick up afterwards. Check my Multi-Strain journal.....I had to solve the same problem.
