Bug problem

I have been noticing white spots on my leaves for about 2 weeks and it is getting worse. I pulled a couple leaves and looked underneath and found the critters shown in the pictures. I've successfully battled powdery mildew, fungus gnats and of course nutrient problems over the years indoors but this is my first plant outdoors and first real bug problem. I am not sure what to use. I have on hand Bee Safe 3in1 and some Mammoth CannControl but it seems I might be better off with Captain Jacks or Neem Oil. Can someone advise me on what to do here? It doesn't seem removing leaves (except maybe the very bad ones) is going to accomplish a lot but am listening.

BTW, the plant is just beginning to get pistols, and it is planted in ground.

I also have some diatomaceous earth if that will help at all.

I'm heading out now, in the darkness with my flashlight and my Dixie cup of soapy water. I'm after Asiatic brown beetles!
