Best time to water outdoors?

What is the best time to water outdoors? South Georgia, sunlight from say 8-8, I watered first time today around 1pm. Is there a ole' timers tale about the best time to water outdoors? And also, is it to late for me to be growing outside in Georgia? Any feedback would be appreciated.

ive always waterd my gardens at night.. but either early morning or night i would never water in the middle of the day unless it really needed it.. hope this helps..

funny you ask that. i just took these pics. it's 102 out at 1:30 pm. takes me an hour to water. i'm not going back out there. the 5 mins to take these pics is about all i can handle right now.

shouldnt really water at night unless needed either especially during flowering watering at night increases chances of mold, the best time to water is first things in the morning so your plant can have the maximum amount of water available to help in the photosynthesis process

i have my garden in georgia too :)
there's couple of experienced gardeners in my family and they told me to water on the end of the day, or early morning. presumably its the time when plant absorb water best

It takes less water if you do it in the coolest hours of the day. It really doesn't matter when you water but do it when you have the time or feel like it.
 
Thanks guys, all feedback helped. I'm new to growing so I'm trying to get a decent product. I water at 1pm today and the temp was around 89, so not too hot but VERY humid outside. fdd2blk sorry bout your bootayful babes there. Anyone in the South GA area with a green thumb want to guide a beginner?

If they are showing drought-stress as bad as fdd's then get moisture to it whenever you can, no matter the time. But, if I had a option I would go with early am so there is less loss through transpiration during the hottest parts of the day. A little leaf litter and/or hardwood mulch (surrounding the base but not touching the trunk) can be invaluable in keeping your moisture levels consistent and the roots cool.
