Bad Seeds?

I got 5 hollands' Hope growing in a DWC setup. I germinated the seeds after letting them soak for 6 hours in water before placing into the rockwool cubes. After 3 boring long weeks i got nothing. I turn on the pump twice a day to moisten to the rockwool cubes but only leave them on for about 10 secs each time. My shitty well water is rated at 350 ppm. I'm a broke dick College student so i can't afford a RO system yet...dun worry its coming once i get some milk money. Any advice? should i scrap the seeds and try something else?

I'm aware of this now...chalk it up to newbisms. advice tho....

I wouldve soaked them overnight, but if your keeping them moist and its been 3 weeks already i'd say they are bunk seeds. try again.
