bad reflector?

I am running 2 similar light set ups. Same ballast, same 1000 watt hortilux. THe only difference, is under 1 is a cheap $50 dollar reflector that doesnt contain the light.. Under the other is a $250 dollar 2x4 Hood..

So my Q..
Why are the plants under the cheap reflector 2 feet tall and the ones under the expensive reflector are not even a foot>>>

does the nice hood have a glass pane? Im not 100% sure but im pretty sure the leaves grow towards the light due to the heat

Let me rephrase that, the heat helps the leaves more but it mainly is the light power

The plant will grow closer towards the light source if its trying to get more light. The cheap reflector probably isn't guiding the light very well. Your plant staying shorter isn't necessarily, a bad thing.
