Baby sprout turning yellow and leaves curling

Hey I planted these seeds 2 weeks ago one is doing great but this one has stopped growing and leaves keep going yellow and curling is it the soil? I haven't been over watering I let the soil get dry then add water to moist the soil here photos

what you mean by temp im a newbie i just switched soils put them in sunshine #4 which gives them more oxygen the other soil was to heavy should i put them out in the sun its 25ºc out ive had them in the window with a cfl bulb lamp should i leave them in the window with tbe lamp or put them out in tbe sun outside
