Are these plants big enough to flower or should i veg longer?

I am kinda stuck. I just built this new new growroom and before i had minimal room to veg so i only had enough room to veg 6 big plants and i have about 15 smaller plants which i dont know if i should veg them for another 2-3 weeks to get them big like the other plants and lst them or just flower them small because im running 2 1000w lights so i could adjust the the light that the smaller ones are under. Would this hurt my yeild a lot and what would be the best route? any advice or input appreciated! IMAG0571.jpg

im planning on putting the smaller ones under their own light tho because im running 2000 watts. im just thinking it wont utilize all the light space of a 4x4

How much height do you have? Are those 7 gallon pots the bigger ones are in? You could use a few more weeks on the smaller ones, but if the bigger ones get TOO big you might have height issues. You could try topping the big ones and letting the smaller ones catch up.

I have 5x9x7 amount of room and they're 7 gallon pots 2 plants per pot. I just wanna flower as soon as possible and yeild 2 pounds at least

Gah! Why 2 plants per pot? I consistently get 3lbs from 2k watts and 12 - 10 gallon pots with ~2 week veg so you should be able to hit the 2lb mark with what you have here. The problem you have now is that vegging those bigger ones any longer is going to make it more detrimental to them because there's 2 plants in the pot. I'd transplant them. You could split them to 12 plants in 7 gallon pots and easily get them under 1 light. You could transplant all the other plants in to 5 gallon pots at the same time and let everything veg for another week or so before flipping to 12/12.
