Are my plants midgets or just underdeveloped?

It's a soil based grow, 4 x CFL's combined 100W on 21/3 light schedule for vegging. There are some yellowing on the tips of the lower leaves that are slightly concerning and overall I thought the plants should have been taller by now cause I plan to start flowering at week 5.
The strain is ak47 from serious seeds. Haven't given them any special nutrients but I do water them with nitrogen enriched mineral water.

Any input would be much appreciated.
Forgot to mention the most important thing, they're both 25 days old from seed.

Yeah put the HPS on, they will grow MUCH happier with that bulb! I've grow start to finish with HPS before and it's always hands-down better than CFL. Don't flower until they're about 14 - 16" tall if you want a good yield.
 
OK, bolted up two 150W HPS lights above each plant, they're due for watering next morning.

Any input on the yellow tips? Or that's just the girls telling me they're hungry?

The reason I was keeping them under CFL's is cause I messed up with the HPS when they were just seedlings and they stretched a lot in just few hours.

Awesome man, good idea. Honestly from what I can see in those pics your plants look 100% fine. Those little leaves on the bottom always turn yellow and your plants look green and healthy. I wouldn't worry, I'd get excited :) Just keep the nutrient schedule consistent. I wouldn't start using lots of nutes until flowering.

With the 150w HPS' I'd say put them 12 - 18" from the top of the plant. If your hand doesn't burn at the distance from the plant to the bulb, then that's a good distance. And you'll be feeding them more light.

Yea I have a fan blowing directly into the HPS blubs and that keeps the heat down, the temp is a bit high 28C but so is outside not much I can do about it.
