Is it possible to have completely anonymous mailing? I know you can get a PO Box, but how safe is that? Does USPS protect your identity?

Are you really asking if the United States Postal Service would protect you from the United States?
Research the privately-owned business in your area that have boxes for rent, it's usually cheaper, available without ID, and some places give you a real address.
If you're looking at shipping in seeds from overseas, just use a prepaid visa(attached to a fake name) and ship it to absolutely any address besides where you raise your offspring. That's more than enough to be 'safe'.
