If I were to drop an Alka Seltsor tablet into a cup of water next to a plant would it release enough CO2 to enhance the growth of the plant

in short, NO! It will release some, but you need 1500 PPM for the entire time the lights are on. You would end up spending hundreds or even thousands of dollars on alka-seltzer tabs
