With your idea for floros, could be a good idea. Those aquarium lights are T5, you can get high outputs at garden centers. Very low heat, good coverage, good lumens. Darn near perfect for stealth, as you get reduction in total height, and limit the need for noisy fans and danger of fire.
My advice; move that rack up two inches, strap the lights to the bottom of it until your plants grow. Build a reflector panel of cardboard with Mylar emergency blanket taped on tight, place that on top of the rack to reflect your light down better. Add some blue spectrum 6400k, and you should be good for a couple plants?
