Word! I was gonna say depending on your reasoning for using the led...if you want to guarantee a pound...I would steer you towards an hid light. But...sounds like the led light will meet your needs well enough. I would definitely leans towards the 600watt led.
And I would definitely plant in a 40-50 gallon tub or bigger if you're just doing one plant. Do lots of topping and LST. Give yourself a nice big bush. Or a scrog set up maybe? Im not a fan of my scrog experiences so I wouldn't steer that way but I work with more plants and the labor is more intensive then my prefered tomato cages. But if you're only doing one plant I don't see why you couldn't handle the workload.
Make sure you've got an intake fan to bring in fresh air, and an outtake to take stale air out.
Make sure youre vegging for a couple of months I would guess to get it the size you would need to produce a pound.
All that stuff is more important than your fertilizer choices.
That being said, get
Neem cake
Earthworm castings (make sure they're not fed manure)
Compost (make sure it's not made with manure)
Kelp meal
Alfalfa Meal
Castings, compost, get mixed with your potting soil, or coco and perlite.
Top dress with neem, kelp, more castings.
Retopdress castings and kelp every three weeks.
When you're in veg every other water use the alfalfa meal every other watering. 1tbsp of Alfalfa Meal per gallon, let steep for one day before applying.
When in flower do the same thing with kelp. I don't let the kelp sit for a day though. I just stir vigorously each time before I apply.
@iHearAll had some good suggestions too but some might be hard to execute in your apartment. My way is definitely suited more for those having to (or wanting to) buy simple to use bagged ingredients because they don't have the space or time to do more things themselves. Although I would definitely suggest doing as many things yourself that you can.
