Advice on lights for plants ratio

Hi

I'm going to do 25 plants

I've got 4 lights (600w)
Veg in dual bulbs
Flower in red bulbs

Going put all them under 1 light for 1 week then transplant them into bigger pots

Use 2 lights when they are in bigger pots for 10days

Put 3 lights on for another 14days after

Now flower them in 4 lights 12/12
These 4 lights will now be changed to red bulbs

Is 4 lights enough for 25 plants?
