A few problems.. First time grower

Ok here are the details of the grow. Also, the seeds are from weed i have purchased over the past month or so that i though was rather good and saved a few seeds from.

Room size: 4ft x 4.5ft and 6ft tall

Walls: 3/4 of room is covered with aluminum foil. a 2ftx1ft space on the ceiling has a whole in it i use for ventilation.

Plants: 3 that were planted on the 26th of February. They are 5.5in - 6.5in - 6.6in tall. I water with bottled water that i allow to sit in a window for 1 day then i place into a clean spray bottle and allow to cool before any watering is done. I feed them Miracle grow plant food on mondays or tuesdays depending on the need of water on the given day. They are in dirt from my back yard yes i know this is a problem but, i don't wanna transfer and shock them unless they are going to die.
The two taller plants have a 7in. peice of stick beside them as they kinda lean.

Fan: A box fan is facing away from them and put on low during the day hours.

Lights: 1 200watt flood light..? May be replaced with a 4.5ft fluro light if this is ok?

Problem:
1. The two taller plants have wrinkles in there stems and small discoloration by the bottom and cannot support there own weight.

2. My humidity is at 20-30% and i don't have money for a humidifier at the moment any way to raise with no humidifier..?

3. The leaves are still the same size as almost 4 days ago and have barely moved in height since then i changed the bulb that day because it burned out and was down for about 1 hour of there daytime.. how big of a deal is this?

Please list what problem you are helping with.
Also, any suggestions on cheap upgrades or things i can change would help.

i would ditch that light that your using and go to walmart or home depot and get some of those spiral cfl bulbs that they sell there instead... you will want the ones that are around the 6500k rating for veg.. look on the box, it should say it on there somewhere or another... also, look for the biggest wattage bulbs that they have.. you may see a number like 1oo watts, but if you look closely, it will say equivelant, which means that the cfls will put out the same amount of light as a 100 watt incadescent bulb( a normal round house bulb).. and if you look closer, it will tell you the actual watt for the cfl.. probably like 23 watts or so.. go with the biggest watt, actual, that you can find in the 6500k rating... these will be much much better for you that the light that you have now.. i would say get as many as you can afford or have room for.. they are any where from like a few dollars up to about ten a piece, depending on what watt you get and from where you get them...
my last comment is about the aluminum foil.. my opinion is to get rid of it all together... it will do you more harm than good.. the problem with it is that it can cause hot spots and may burn your precious plants.. you can just paint the walls with a flat white paint, believe it or not, flat white paint is 85% reflective, and will work much better than the foil..
oh yeah, one last thing... i would also suggest turing the fan so that it gently blows across the tops of your plants.. this will help with them falling over.. the breeze from the fan will make the stems get stronger and will help support them in a few days from being in the breeze.. you don't want the fan to constantly blow on the plants, so if it oscilates, just have it so that it will move across the tops of your plants ... if it doesn't oscilate, it will still be fine, just have it a lil above the tops of the plants.. the added breeze may make them use more water, so you will have to keep and eye on that ..

I've switched the light to two fluro 32watt lights.
I did this during the day schedule and had to place plants in my bathroom while doing so i checked the tempature afterwards and it may have shocked them as it was 65 degrees and it is normally 85-88 at this point in there day.

I also, planted 3 new seedling that i recently started in a cup of water for these i used miracle gro potting soil and some nutrients.
