A few problems and questions [PICS]!

I'm about 3 weeks into my grow with 2 40w florescents and 2x 20w CFL's just for now, getting more lights soon... but a few of my plants seem to be getting yellow tips on their spear leaves and they are getting kinda brownish and crispy... I'm thinking it was nute burn because I use nuted soil, so I flushed one of the infected plants to see what happens... this is it.

As you can see there is a yellow portion on the sides and point. Any ideas what it could be? My plants look a bit overwatered now from the flush, I only flushed one though. Also, because I'm so patient, I flushed it right after I transplanted it into those cups! So I'm sure they're more shocked then I was seeing Paranormal Activity. But, I used a vitamin B1 formula in distilled water during the transplant, so I'm sure that will help.

Now for a sketchy thing I did. Listening to the advice of someone I used sterilized scissors to snip off the dying yellow tips of the leaves. I only did this to one of them, and used my fingers on the other one gently. 3/7 of my plants have this condition.

Also, while I'm here, does anyone know if 280watts of CFLs (10 20watt CFLs and 2 40watt 4' floro bars placed on the bottom facing up to light the bottoms) would support 2 4'-5' plants to maturity?
