9.5 - 2.5 - 10.5 Fertilizer. Need advice

Hello guys, this is a fertilizer i found and is the only one i can get, it has a Ph of 8.9, NPK is 9.5 - 2.5 - 10.5. It also says tha Humus is 23%, Ca 10% Mg 5%. On the bottle it says to dissolve 1 liter of fert in 100 litres of water, It also says that it's bio organic. So my question is haw can i use this fertilizer, and when? is it ok to use it all the way till the end? Thanks in advance
