should i just scrap the fluoro's and go 400w flower and 400w veg rooms

yes. do this. the 400w mh and 400w hps combo will no doubt produce some DANK. a lot of medical growers mix spectrums, i think you should do the same. the mh will help with resin production and stretching while the hps will benefit for density and yield. trust me, your plants will eat up this light with a passion. producing better buds than a single 400 mh or hps assuming everything else is constant and in check.
