Yeah it'll veg out your plants - in smaller pots: defined by the lights footprint
Will struggle when they get larger and growth will slow but should get them to well on their way.
It is unlikely to be a 'total' solution though. And certainly won't be any good for flowering, that is to say, it may flower 1 only but it'll not be the best.
