60 plant max, how to yield the most

Hey guys I am acaregiver and can have 60 plants at one time. I have a room thats 13 by 12, and a small 6 by 6 room. 9 ft ceilings.

Money is not an issue, what would you suggest to pump out the most bud utilizing the space and plant amount. I also dont want to sacrifice quality in any way.

I am a caregiver also. I would steup the big room for flower and the other for veg, and start flowering 5 plants a week but thats just me.
