400w switchable ballast HELP

so i have the sunleavs 400w switchable ballast and im not sure what i did but i stepped on something or maybe even flipped the switch to mh but it wont turn back on, when i try and lug in the ballast in just hums and half ass fires the light (like kinda just keeps it at the first stage of lighting) i unplugged the light from the ballast and just plugged it in and it still made the weird noise if you can offer any help/advice id appreciate it.

could it be that the bulb is burnt out and this is why it wont light up properly?

no the bulb is fine i actually ended up just buying a new galaxy 400w ballast and everything is running smooth, still kind of curious as to why the old ballast wont work.
