400w mh light question

i have a sunlight supply inc. 400w mh ballast and theres something wrong with it. it has a on/off switch and when i turn it on the switch is supposed to light up but when i turn it on it flashes on and off and the light bulb itself is very dim, and i was just wondering if anybody knew what was wrong, thanks
