250w hps/CFL/LED which is the coolest but still grows stuff

so im looking to purchase a new light before starting another grow. last year i grew 4 plants under a 600w mh/hps setup this year i would like to scale it back to to 1 plant because there was just too much heat, noise and smell associated with the 600w light and 500 cfm fan. do you guys think that a 250w mh/hps light would be enough to grow 1 plant and would it be cool enough to skip using the 500 cfm fan OR should i get 250w worth of CFL or LED lighting budget is around 300$.

I would go with a 250w, with 2-3 plants. Then you can down grade the fan to 200cfm. HPS is gonna have the best results, just my opinion.
