2 Questions : Shipping seeds to eastern europe , difference yield outdoor/indoor

Hello my name is Lazar and i live in Eastern Europe(yeah this place is sh*thole..).I will really not mention my country because i am sure you will laugh at me.

But who cares about Eastern Europe..let me proceed onwards.

I'm 19.I smoked "marijuana" just 4 to 5 times in my life and i love it.The poor things is that i smoke 1 or 2 times in a year with my friends at some stupid parties(in Eastern Europe decent parties are very-very rare)..And i admit it that's terrible not only..because i don't know from whom to get some more (really..here we don't have marijuana shops like in Holland or Belgium) but because if the cops find that i grow home they will probably beat me very bad(our cops here in Eastern Europe are really tough)..Actually i know a guy from whom i can buy marijuana but i don't really want to see him or talk to him, just because in my opinion he is lowlife..

Now to the questions :

1.I want to order seeds and start growing 1 plant home, but after all as i said i don't know if shipment can be made to Eastern Europe..Anyone knows if a shipment can be made?

2.I looked at several sites and there's big difference between yield from outdoor to indoor growing..Why is that?Also there is difference in height of the tree : example the example says : indoor height goes from 18 to 24 inches which is around 30 cm , while the outdoor height is 6 to 12 ft. which is 1.8 m. to 3.6 m.

No reason at all why seeds can´t be shipped to where you are - as long as you have a card or other way to pay.

The sun is a lot more powerful than grow lights, and you can usually use a bigger pot.
