2 month 10 day old not flowered help please:(

what am i going to do they are staying outside in balcony they are nearly 1 meter and 50 cm and not flowered or preflowered what can i do ? please say me something about this p.s:im growing from 6 years but only this year its like that what hapeend dont know ...
