Do you mean vegging as in flower the plant and then re-veg or take a plant that is partly into the flowering stage and turning it back into vegetative state? I know for a fact that you can do both.

They seem as if the proper nutrients are not getting in. Due to the yellow it seems like Nitrogen is being locked out of the plant. Something as simple as an imbalance in PH can hinder plants from absorbing all the nutrient they need. This would be my first to check. Hope you get it all...

Id say more light the better!!!! Unless you are matching the suns light Id say you are safe to keep adding. Considering you have the room and everything for all the lights id say go for it. Your plants will only grow faster and better, I cant see a downfall if price is not an issue. Hope this...
