I don't think that its a good thing that your fan leafs are fallin off but it won't kill your plant if that's what your asking.

it hums when its pluged in, I do have a multimeter so when I get home I will try it. So if its not the cap then its the ignitor? Is there anyway to check that?

if your plants are to far from your lights it could cause your plants to stretch for the light, but I'm with matt78 they sound fine.

I use about 1/2 inch of sand covering the whole pot, worked for me!
