how long after the hairs show does it take for your bods to fill p and wrap around the stem??? because mine have been shoing for about 4 weeks now and theres no smokable buds really... 7th week into 12/12 btw

I have a plant i've had in veg for about 1 month and its now on its 7th week of 12/12 It has MANY flowering sites but my issue is that hairs are turning brown now and the buds havent grown or filled up yet... the plant is about 20% hairs turned brown.... and none of the buds look smokable...

Okay so Im a first time grower and Amazingly enough i got a tree growing in my room with a 400W MI light in soil and here are my issues... I've been on 12/12 since dec 2nd and after about 3 weeks i began to see Strong sex signs with many bud sites everywhere with lots of hair coming out... now...
