Quarter strength and a few weeks into flower, bump those nutes to half strength and make sure to put micronutrients in it, Cal-Mag. Are you using any micros? Whats the current ppm or ec? It could be as simple as f'd up pH. Let em go a day or two with the adjusted pH to see how they react...

no stretching, the lights were always 12'' or closer. nodes are about 3-4" apart on a 3 foot plant. the strain is Presidential OG and very resilent. i am thinking the lower branches will do better than average.

It looks like the exhaust is pretty close to the heater making it draw more air through the heater. Maybe if the intake was closer to the heater and the exhaust was further away it would cool the place down. Where is your intake? Is it passive?
