Well if all you have is the sun then you cant prolong its veg cycle. It will maybe double in size during the flowering phase. All you need is a few cfl's for artificial light. But im not so sure about how much stress that may cause them, especially when they are just now sexing.

Im sure it depends on the cfm's of the fan you are using, Im not so sure you'll need 2 of those fans, maybe consider a passive intake? It would save you a buck or two. But judging by the list you posted money isn't and issue.
