how far into flower will buds start getting denser and hardning up? is weather a factor for that to happen also?

plants are about 6 weeks into flowering, but they are not filling out and hardening like they should be? whats going on?

instead of transplanting, can i cut the bottoms out of the pots and let them grow into the ground?
