I wouldn't go under 16 if you're trying to get them back to a vegetative cycle.

If you want to re-veg them I would would put them back indoors under under 16 hours light ASAP.

They look about 1 - 1 1/2 into flowering. Seems like as soon as you put them outside they started flowering.

Yep. looks like it just started. Have you flipped to 12/12? If so, it may be early enough that you can re-veg them.
