From my experience, if it is a little damp just wait until your next dark cycle and it should be dry. If not, you need to put a little more perlite into the soil to make it more porous.

Your lighting is definitely the problem. I agree with the above user. Let them recover a bit. You also need to think about how you want to transfer them, as that small cup is not going to do much. Also, how long are you exposing them to light? What kind of veg cycle are you on?

There are so many big white hairs on those things when they fill out you are gonna have some nice sticky kind.
