It's hard enough to keep the heat down in space that size with one of the HID lights you mentioned. I would not put the two in that same space. Do you have another space you can use for veg.?

is that regular duct tape on the cool tube? if so i would change it to the crome tape. I think the duct tape will get soft from the heat.
