Do I need to drill holes?

The pot itself does not have any holes. The holes are internal.

I have a pot made with clay/cement/etc i don't know (something hard) and it doesn't have a drainage hole. It does however have a flat black plastic at the bottom of the pot that has holes perhaps for draining? Can anyone give me more information of this? I have 2 of these pots and I'm worried...

it was like a clay pot that I got from lowes. Don't I have to flush the soil with water to moist it before I put in the germinated seed?

Are you suppose to wet/flush the soil before planting the seed? I think I made the mistake of not doing this and the soil keeps drying up even if I mist the top. The seed is not sprouting. Could that have been the problem?
