get some diatomaceous earth and sprinkle top of soil. the stuff is great for killing gnats and alot of other pest ..a box goes along way .. make sure you're grow area is kept clean and has good air flow that always helps...

It really depends how bad you're infested.,try Neem oil, use sparingly or a product by ecosmart called garden insect killer..the leaf-hoppers life cycle is only 1 mo. but they like to lay there eggs bottom of the stem.so be on the look out .... they are a pain till end of august in my neck...

You might try looking up leaf hoppers on Google. I've found similar looking bugs on my plants in the past . and it turned out to be a hopper they like sucking the juice from the leaves and you normally will notice white spots were they have feed.... I don't know if that will be of any help but...
