Dude your light is way too far away. Try putting it 12" away.

Diluted milk also works. 1 part skim milk, 3 parts water. It's cheap and works. It's the natural method of choice in vegetable farming now, so I've read. Cleared up my mildew very quickly but I only had a very mild case.
