    That hole is not an all purpose hole, exhausting stale air out and bringing fresh air in. Before you said you had a 7x4 room and we said a 400 was great. Now you have a 5x2 room, a 400 won't be so great unless you air cool the hood, exhaust the stale air, and bring in fresh air.

    Ducting question... Can you oversize the ducting in anticipation of future "upsizing"

    You just need to get a 8" to 6" reducer. No downside to exhausting into a larger duct at all, probably makes it quieter too. Can't say whether a 4" duct will get you enough air for a passive intake without knowing the dimensions of the room.

    Digital e ballasts, brand name vs no name? Is the any difference other then price?

    They're all made in China. I think the big name companies just slap their name onto the Chinese manufactured ballasts, and add a $100+ markup. Do a search for ballasts on alibaba. The only differences are the terms and reliability of the warranties.
