how long does it take for them to go into flowering?

I've vegged for about three 3 weeks and started flowering for about two days, can I go back to 24 hour lighting?, because the environment for flowering is very weak and more for vegging not to mention the space is very limited. Then transplant into a bigger pot for flowering?

Basically I wanna know what I start the seed out in after germination, do I just throw it in a pile of clay rock? And spray the roots with water?
