    Uh-oh, another idea from a stoner: Break it down similar to the way alcohol is... Allow the common user to grow and possess a reasonable amount, without fear of prosecution. (like beer & wine) While the government sells the right to producers of hashish (like distilled spirits).

What I see in the pic is the wool protruding on one start, and hard to see depth of 2nd 'drooper' (kinda looks well set)... but on the one doing well, the wool is deeper? If the roots can't reach, or are submerged, the sister will not do...

    IMHO (read more, trust your own will) going straight into the 12/12 is fine. the lesson I'm learning now is to use less time in the veg state. Keeping them smaller may reduce the overall harvest, but not enough to warrant the extended light, feed, and raw time factors.

    Mylar the walls, not too expensive for that area. Edit: I really wanted to add that an emily's garden type bubbleponics would do well in that area... And be very careful if you are leaf feeding around that lamp... one drop on it hot, and poof!
