I was having some trouble with fungus gnats until I sprayed the stems and soil with hot water, a little dish soap and neem oil.

The lights are too close or its too hot, the same thing would happen to me when I would put my seedlings outside in direct sunlight. Their little leaves would almost be touching each other, and then as soon as i put them in the shade they would go back to normal.
