No dude, it isn't. A venturi only has minor surface agitation. A stupid waterpump aimed to the surface brings in the most DO 'hands down'. The problem is, people see bubbles and they instantly think ' woow that must be a lot of DO'. it's kinda misleading, while in reality the bubbles rising...

Even airstones combined with airpumps provide the minimum amount of DO, yet they are least effective. There are multiple reasons why to avoid them. moving the water around while rippling the surface, combined with proper reservoir temps = ultimate DO.
