if you're lucky you can splice it back together and see if it lives you'll know pretty quick if it's dying as it'll wilt quickly. i spliced one back together this year and it's doing fine ,just depends on how much it separated from the main stalk.

did you get alot of water on the plant when watering ? it looks like excess fert to me.pm looks more like flour on your plant not spots.

iv'e been getting those leafhoppers for years and although it looks bad it never really seemed to cause a problem with the buds, they chew leaves. i try to kill them when i can but they are fast.didn't seem to bother them at the end of the year.
